Membership recruitment and growth continues to be a key priority for many National Scout Organizations (NSOs) as they look to return to in-person Scouting activities this year.

Recruiting new members and volunteers is not only key for the growth of an NSO, but is a strategy that requires thorough planning from start to finish. In an ongoing effort to support NSOs in this area, World Scouting has curated and developed a suite of resources to offer guidance for Member Organizations on how to plan and implement membership recruitment campaigns in their countries.

A well planned and executed membership recruitment campaign can encourage more young people to join local Scout groups and opens the door to engage new volunteers. These campaigns are also a great way of showing the value, experiences and adventures that Scouting offers to a wider audience and can strengthen the image of a NSO.

There are five key steps to designing and rolling out a strong membership recruitment campaign, including: 1) planning and preparing to develop the campaign; 2) defining and making sure you reach your target audiences; 3) attracting your audiences to discover the benefits of Scouting; 4) welcoming and on-boarding new youth members and volunteers; and 5) measuring, reviewing and evaluating the success of your recruitment campaign.

The full suite of membership recruitment campaign resources for NSOs are available on Scout.org through the WOSM Services library and a dedicated web page, including a comprehensive guidebook on how to establish an effective membership recruitment campaign, as well as a series of other practical tools, templates and resources focused on different steps of the recruitment process. New resources will be added over time, giving NSOs the opportunity to get familiar with each step at a time and access the resources that are most relevant to them.
