The Ground Breaking Ceremony of the Product Testing Laboratory Project for the New Plate Mill (NPM), Special Plate Plant (SPP) and Hot Strip Mill-2 (HSM-2) of SAIL, Rourkela Steel Plant (RSP) was organised on 3rd November, 2025. The event marked the formal commencement of civil and construction activities for this state-of-the-art facility.

Mr. Sudip Pal Chowdhury, ED (Projects) graced the Ground Breaking Ceremony as the Chief Guest. Present on the occasion were Mr. Atish Chandra Sarkar, CGM In-Charge (Services), Mr. D. K. Sahoo, CGM (Projects), Mr. Rahul Agrawal, CGM (Projects), Mr. Aswini Kumar Sahu, CGM (Projects- Commercial) and Mr. R. S. Sharma, GM In-Charge (Research & Control Laboratory – HoD), along with other senior officers from RSP, CET, and representatives from M/s Sterling & Wilson Private Limited.

The new laboratory will house advanced testing facilities to conduct a wide range of mechanical and metallurgical tests, including tensile, impact, bend, hardness, drop weight tear, z-section, fracture appearance, chemical analysis, and metallographic examinations, conforming to relevant national and international standards.

The facility will comprise 23 types of sample preparation machines (63 units) and 28 types of testing equipment (49 units), including sophisticated systems such as Optical Emission and XRF Spectrometers, Carbon/Sulphur and Oxygen/Nitrogen/Hydrogen Analysers, Drop Weight Tear Testing Machines (50 KJ), Universal Tensile Testing Machines, Charpy Impact Testers, Bending and Folding Test Machines, Scanning Electron Microscope (SEM), Image Analyser, and various hardness testing systems such as Vickers, Micro Vickers, Brinell, and Rockwell.

Equipped with cutting-edge technology, the Product Testing Laboratory will play a pivotal role in strengthening RSP’s quality control infrastructure, ensuring that products from the new mills consistently meet stringent material grade and performance requirements, including those of third-party inspection agencies.

The facility will significantly enhance RSP’s capability to validate and demonstrate the superior quality of its steel products, thereby reinforcing customer confidence and advancing RSP’s commitment to excellence.

Notably, the contract for the project was signed on 4th July 2025 between RSP and M/s Sterling & Wilson Private Limited. With a contract value of Rs.135.81 crore and an execution period of 25 months, the project aims to establish a comprehensive and modern testing infrastructure to cater to the high-end product range of the new and existing mills.
